Barry Turner
Barry has over 40 years experience in Building Control. Throughout his career Barry has focussed on making technical details understandable to a wide audience without diluting the importance of quality standards. He now represents LABC nationally as the Director of Technical Services and leads technical consultations liaising with LABC members, manufacturers, developers, trade organisations and professional institutions.
During his time within local authority Building Control Barry has experienced all types of development from small domestic, through large housing developments, commercial projects, retail and public buildings. He now takes a lead role in identifying those aspects of the Building Regulations that need more clarity or are open to misinterpretation or abuse. Barry doesn't see this a solely a consumer protection and safety task, he also views the Building Regulations a an effective framework for competitive tendering enabling commercial enterprises to compete with each other knowing that all parties are bidding to produce buildings of the same quality.
As Director of Technical Services Barry is invited to take part in many government department instigated workshops and advisory groups on future regulations as well as analysis of compliance with current requirements. He is also responsible for formulating the LABC response to all consultation documents concerning technical issues on Building Control related legislation, and is therefore in an ideal position to advise the training arm of LABC on forthcoming changes to regulations and what members and customers need to be aware of.
Barry is a member of the LABC Technical Working Group. Barry is qualified as a trainer and he developed his teaching skills lecturing at local colleges for HNC studies in Fire Safety at the time of introduction of the Regulatory Reform (Fire Safety) Order 2005. He regularly gives presentations at to branches of the CIOB and RICS on Building Regulations and related subjects as well as providing training for LABC's Training Division and LABC Cymru.
As an accredited On Construction Domestic Energy Assessor, Barry has first hand knowledge of energy efficiency requirements from both the regulatory and consumers view point. He has used this new qualification to take part in and observe the new framework for testing and assessing energy efficiency in new and existing buildings which he believes will become an increasingly important part of building surveyors' future work.
